On the evening of 1 December 1948, India's President Rajendra Prasad announced that a provisional government had been formed and that the first elections would be held on 2 January 1949. The first assembly of the Tamil Nadu Assembly was elected in the constituencies of the Madras Presidency on 2 January 1949. This election was held against the backdrop of growing violence in Madras and a Communist insurrection in the state of Madras. On 5 January 1949 the result of the election was declared. The Congress-led State coalition won with over half the seats in the assembly.10
The newly elected Assembly proclaimed itself as the Government of Tamil Nadu. The constitution was promulgated on 26 January 1949. The law and order situation continued to deteriorate in the state in the following years. The state became the worst affected by the Quit India Movement. Between 1 May and 1 September 1942, eighty people were killed and over 200 were injured in the Madras city alone. In the first two days of the movement, the state police had to shoot dead 29 people and injure more than 200. The police had surrounded Madras city on 1 May and by the time the movement ended, on 1 September, at least fifty people had died due to police firing.
